2014 թվականի դեկտեմբերի դրությամբ Հայաստանի Հանրապետությունում գործում է 11 քրեակատարողական հիմնարկ: 2014 թվականի դեկտեմբերի 20-ի դրությամբ Հայաստանի Հանրապետության արդարադատության նախարարության քրեակատարողական վարչության 11 քրեակատարողական հիմնարկներում պահվում է 2784 դատապարտյալ և 1151 կալանավորված անձ:
Այս մասին գրում է ՀՀ արդարադատության նախարարության լրատվական ծառայության պաշտոնական կայքը: Հայաստանում գործող բոլոր քրեակատարողական հիմնարկները կառուցվել են խորհրդային տարիներին և շատերի շենքային պայմանները չեն համապատասխանում միջազգային չափանիշներին:
Քրեակատարողական հիմնարկների խնդիրներից է գերբեռնվածությունը: Խնդիրը լուծելու նպատակով այս տարվա նոյեմբերին շահագործման հանձնվեց «Արմավիր» քրեակատարողական հիմնարկի առաջին մասնաշենքը, որը նախատեսված է 400 դատապարտյալի համար: Խցերի մակերեսը, առանց սանհանգույցի մակերեսի, կազմում է 16-17 քառ. մետր:
Յուրաքանչյուր խուց կահավորված է սանհանգույց/լոգասենյակով: Երկրորդ փուլում՝ (մինչև 2015 թվականի ավարտը) շահագործման կհանձնվի ևս 800 դատապարտյալի համար նախատեսված երկու մասնաշենքերից բաղկացած բնակելի հատվածը: Ռեժիմային տարածքն առանձնացված է 6 մետր բարձրությամբ, 760 մետր երկարությամբ քողարկող պատով: Տեղադրված է նաև 5 մետր բարձրությամբ, 700 մետր երկարությամբ «ԵԳՈԶԱ» տիպի հակափախուստային գալարաձև արգելք, որը պահպանության գիծ է հանդիսանում: Տարածքն ամբողջովին ապահովված է անվտանգության և հակահրդեհային ահազանգման համակարգերով, շուրջ 150 շարժական և անշարժ տեսադիտարկման սարքավորումներով, 4 դիտաշտարակով:
Ողջ պարագծով տեղադրված է հոսանքահա- րող (էլեկտրաշոկ) անվտանգության համակարգ: «Արմավիր» քրեակատարողական հիմնարկի առաջին մասնաշենքի շահագործումը թույլ կտա թեթևացնել քրեակատարողական հիմնարկների գերբեռնվածության խնդիրը՝ գերբեռնված հիմնարկներից 400 դատապարտյալ տեղափոխելով Արմավիր:
Հիմնարկի 2-3 մասնաշենքերի շահագործման հանձնելու դեպքում 2015 թվականի վերջին հնարավորություն կստեղծվի լուծել բոլոր քրեակատարողական հիմնարկների գերբեռնվածության խնդիրը՝ Արմավիր տեղափոխելով 1200 դատապարտյալ:
