Անցնող տարին Արցախի համար նշանավորվել է որպես Ադրբեջանի կողմից պարտադրված պատերազմում զինադադարի հաստատման քսանամյակի տարի, բայց, ցավոք, այն չմոտեցրեց վերջնական խաղաղությունը: Ավելին, անցնող տարին թերեւս ամենալարվածն էր զորքերի շփման գծում եւ հայ-ադրբեջանական սահմանին' հակառակորդի ձեռնարկած դիվերսիոն հետախուզական եւ այլ սադրանքների առումով: Նշված է ԼՂՀ ԱԺ նախագահ Աշոտ Ղուլյանի ամանորյա ուղերձում:
Ղուլյանը նշել է, որ տարվա ընթացքում ունեցել են մարդկային թանկ զոհեր: «ԼՂՀ պաշտպանության բանակը գտնվեց բարձրության վրա՝ կարողանալով եւս մեկ անգամ հակառակորդին թելադրել մեր կամքը: Դա եղել եւ շարունակում է մնալ մեր հայրենիքում խաղաղ եւ ինքիշխան ապրելու կամք, արժեք, որը սակարկման ենթակա չէ: Անցնող տարին բարդ էր նաեւ միջազգային առումով: Մեր տարածաշրջանում ու նրանից դուրս տեղի են ունենում տարաբնույթ զարգացումներ, որոնց մեծ մասը նոր մարտահրավերներ ու սպառնալիքներ է պարունակում մեր ազգային-պետական շահերի համար: Անկախ այդ դժվարություններից' մեր երկիրն անցնող տարում շարունակական լուրջ ջանքեր է ներդրել սոցիալ-տնտեսական կայունության ապահովման ուղղությամբ: Պետությունն, այսպիսով, կատարում է իր սահմանադրական հանձնառությունները:
Թանկագին հայրենակիցներ, մենք գիտենք, որ առօրյա կյանքում առկա են շատ դժվարություններ, կան հարցեր, որոնց լուծումը տարիներով ուշանում է: Բայց դրանք առկա են ամենուր: Դժվարությունները մերն են, ինչպես որ մերն են Արցախյան պատերազմի հաղթանակները, մեր երկրի ազատությունը եւ ինքնիշխանությունը:
Առաջիկա մայիսին նախատեսված են հերթական խորհրդարանական ընտրությունները, որոնց արդյունքում կձեւավորվի վեցերորդ գումարման ու արդեն մշտական գործող Ազգային ժողովը:
Այդ հնարավորությունը մեզ պետք է ոչ թե բաժանի քաղաքական ճամբարների, այլ, ընդհակառակը, միավորի մեր ուժերը: Միայն երկրի ու ժողովրդի ապագայի հանդեպ բարձր պատասխանատվությամբ է, որ մենք կարող ենք դրսեւորվել որպես առանձին քաղաքական ուժեր եւ անհատներ: Լիահույս եմ, որ խորհրդարանական ընտրությունները կանցնեն ազատ եւ արդար, եւ մենք աշխարհին կներկայանանք որպես արդեն կայացած ժողովրդավարական երկիր:
2015-ը հայոց ցեղասպանության 100-րդ տարելիցի տարին է: Հայաստան-Արցախ-Սփյուռք եռամիասնության ամրության մեջ է մեր հավաքական պատասխանը նրանց, ովքեր փորձեցին համաշխարհային քաղաքակրթությունից եւ քաղաքականությունից վերացնել հայ ազգային ինքնությունը:
Մենք հաղթահարեցինք անցած դարասկզբի այդ ծանր փորձությունը, իսկ դարավերջին հաղթեցինք: Հաղթեցինք, քանի որ անկախ պետություն ստեղծեցինք: Եւ պիտի զորացնենք մեր հայրենիքը:
Այս վստահությամբ եւ հավատով վերստին ջերմ մաղթանքներ եմ հղում երկրի սահմանները հսկող զինվորականությանը, հայ ժողովրդին՝ Արցախում, Մայր Հայրենիքում եւ ի սփյուռս աշխարհի:
