Հունվարի 12-ին Կարեն Դեմիրճյանի անվան մարզահամերգային համալիրում տեղի ունեցավ պաշտպանության նախարարի հանդիպում-խորհրդակցությունը Երևանի և Արմավիրի կայազորների զորամասերի ստորաբաժանումների հրամանատարական կազմերի հետ:
Հանդիպմանը հրավիրված էին նաև Երևանի քաղաքապետը, մարզպետներ, տեղական ինքնակառավարման մարմինների ներկայացուցիչներ և մի շարք հասարակական կազմակերպությունների ղեկավարներ: Հանդիպման ընթացքում պաշտպանության նախարար Սեյրան Օհանյանը հետադարձ հայացք է նետել 2014 թվականին՝ գոհունակությամբ նշելով, որ անցած տարին ԶՈՒ-երի համար եղել է հաջողությունների և որակական առաջընթացի տարի:
Ըստ Սեյրան Օհանյանի` հետևողական աշխատանքի արդյունքում հաջողվել է ապահովել ոչ միայն մեր սահմանների անձեռնմխելիությունը, հայ ժողովրդի անվտանգությունը, այլև ամուր հիմքերի վրա դնել արատավոր բարքերի դեմ համազգային պայքարը, նվազել է բռնարարքների, ծեծկռտուքների, ինքնասպանությունների քանակը:
Այդ ամենի արդյունքն է ԶՈՒ-երում արտակարգ պատահարների 6%, հանցածին երևույթների հետևանքով առաջացող միջադեպերի 8% և մահվան ելքով հանցագործությունների 50% նվազումը: Ինչպես ընդգծեց նախարարը` ստացված արդյունքները գոհացուցիչ են, սակայն ձեռքբերումները պետք է համարել մեծ գործի սկիզբ և կրկնապատկված եռանդով առաջ շարժվել:
Առաջընթաց կա նաև անվտանգության մակարդակի բարձրացման առումով և 2015թ.-ի գերակա խնդիրը ևս պետք է լինի մարտական հերթապահության և մարտական խնդիրների կատարման արդյունքում հայ ժողովրդի անվտանգության ապահովումը արտաքին ագրեսիայից: Պաշտպանական գերատեսչության ղեկավարի խոսքերով` մենք պարտավոր ենք խելացի պաշտպանություն իրականացնել, վարել այնպիսի քաղաքականություն, որը թույլ կտա քիչ ուժերով, ավելի շարժուն ու փոքր ստորաբաժանումներով լուծել մեծ խնդիրներ՝ հատկապես, որ դրա նախադրյալները կան: Ազգային բանակի անցած ճանապարհը դրա վառ ապացույցն է:
«ԶՈՒ-երի պատրաստությանը և պաշտպանական բարեփոխումներին որակական առաջընթաց՚» կարգախոսի ներքո և տարին հայտարարելով «Մարտական կարողությունների զարգացման տարի» 2015թ. հիմնական անելիքը լինելու է բարեվարքության, ազգային ավանդույթների ամրապնդումը, կոռուպցիայի դեմ պայքարը, 21-րդ դարի բանակներին բնորոշ արդիականացված տարրերի ներդրումը և զինծառայողների իրավունքների պաշտպանությանն ուղղված մարդակենտրոն բանակի ստեղծումը` ԶՈՒ-երի մարտական պատրաստականության մակարդակի բարձրացմանն ուղղված միջոցառումների հիմք դարձնելով կրտսեր հրամանատարական կազմի ինքնուրույնության և նախաձեռնողականության խթանումը:
ՀՀ պաշտպանության նախարար Սեյրան Օհանյանը նշեց, որ որոշ հրամանատարների, պետերի զինվորամոլությանը վերջ դնելու նպատակով` 2015 թվականին պաշտպանական համակարգի հրամանատարական ու կառավարման բոլոր մակարդակներում ներդրվելու է «Հրամանատրում առաջադրանքի միջոցով» ղեկավարման հայեցակարգը` ուղղված ենթակաների նախաձեռնողականության մակարդակի բարձրացմանը, նրանց ազատությանը` որոշումներ ընդունելու հարցում, իսկ նոր հայեցակարգի վերջնանպատակը մեկն է` հակառակորդից մշտապես մեկ քայլ առաջ գտնվել:
Խորհրդակցությունը եզրափակվել է պարգևատրման արարողությամբ: 2014թ. ուսումնական տարվա արդյունքներով աչքի ընկած, բարեխիղճ և օրինակելի ծառայության համար, ինչպես նաև փոխգործակցության ամրապնդման և բանակաշինության գործում ունեցած ավանդի համար մի շարք զինծառայողներ, ՏԻՄ-երի ներկայացուցիչներ և այլ պաշտոնյաներ պարգևատրվել են գերատեսչական մեդալներով, նվերներով: Իսկ Երևանի քաղաքապետ Տարոն Մարգարյանին և մարզպետներին պաշտպանության նախարար Սեյրան Օհանյանը հանձնեց հուշանվեր դաշույններ:
