Արցախի Հանրապետության Ազգային ժողովի խմբակցությունների եւ պատգամավորական խմբի հայտարարությունը՝ Բաքու քաղաքի հայ բնակչության ջարդերի 25-րդ տարելիցի կապակցությամբ:
Հայտարարության մեջ ասված է. «1990թ. հունվարի 13-19-ը Ադրբեջանի մայրաքաղաք Բաքվում պետական մակարդակով կազմակերպվել եւ իրականացվել է հայ բնակչության զանգվածային կոտորած: Զուտ ազգային պատկանելության համար տեղի շուրջ 400 հազարանոց հայ համայնքն ենթարկվել է բռնությունների, կոտորածի ու բռնատեղահանվել քաղաքից:
Միջազգային իրավապաշտպան կազմակերպությունները նշում են 400-ը անցնող զոհերի մասին, այդ թվում՝ ծերեր, կանայք եւ երեխաներ: 1990թ. հունվարին Բաքվում փաստորեն կրկնվել է 1988թ. փետրվարին Սումգայիթում տեղի ունեցած բռնությունների սցենարն՝ անհամեմատ մեծ մասշտաբներով, որի հետեւանքով քաղաքն ամբողջովին հայաթափվել է:
Բաքվի հայ բնակչության ջարդերը եւ բռնատեղահանությունը լիովին ներգրվում են «Ցեղասպանության հանցագործությունը կանխարգելելու եւ պատժելու մասին» կոնվենցիայով սահմանված «ցեղասպանություն» իրավական հասկացության մեջ:
Պետական մակարդակով ահաբեկչությունը շարունակվել է նաեւ Լեռնային Ղարաբաղում, որի գերակշիռ հայ բնակչության հանդեպ Ադրբեջանի իշխող վերնախավը 1991թ.-ի ապրիլ-օգոստոս ամիսներին իրականացրել է «Կոլցո» ռազմագործողությունը, որի հետեւանքով բռնատեղահանվել, հրդեհվել եւ կործանվել է 24 հայկական գյուղ, զոհվել են բազմաթիվ անմեղ մարդիկ:
Արցախից հայ բնակչությունը բռնատեղահանելու, զանգվածային կոտորած կազմակերպելու Ադրբեջանի պետական նպատակադրված քաղաքականությունն իրականություն չի դարձել միայն արցախահայության զինված ինքնապաշտպանության շնորհիվ:
Բաքվի հայաթափումից անցել է 25 տարի: Այս ամբողջ ընթացքում Ադրբեջանում ցինիկաբար նենգափոխվում է 1990 թվականի «սեւ հունվարի» էությունը. փորձում են պատմության էջերից ջնջել Բաքվի բնիկ հայ ազգաբնակչության ցեղասպանության քաղաքականության հետքերը: Գլուխ խոնարհելով Բաքվի ջարդերին ու բռնատեղահանությանը զոհ գնացած անմեղ հայերի ու Արցախյան գոյամարտում նահատակվածների հիշատակի առջեւ՝ մենք դատապարտում ենք էթնիկ անհանդուրժողականության, այլատյացության, ծայրահեղականության ցանկացած դրսեւորում, վերահաստատում ենք, որ Արցախի Հանրապետությունը հետամուտ է լինելու, որպեսզի Ադրբեջանում հայ ժողովրդի ցեղասպանության ծրագրի, գործադրված զանգվածային բռնությունների, պատերազմական հանցագործությունների կազմակերպիչները եւ իրականացնողները, համաձայն միջազգային իրավունքի նորմերի, ենթարկվեն պատասխանատվության, կոչ ենք անում ՄԱԿ-ին, ԵԽ-ին, ԵԱՀԿ-ին, նրա Մինսկի խմբի համանախագահ երկրների խորհրդարաններին՝ դատապարտել Բաքվի հայ բնակչության ջարդերը, դրանց տալ իրավական գնահատական: Դա ոչ միայն տուժողի իրավունքն է, այլեւ միջազգային ատյանների պարտավորությունը, քանի որ ցեղասպանությունը ոճիր է համայն մարդկության դեմ»:
Հայտարարությունը ստորագրել են ԼՂՀ Ազգային ժողովի՝ «Դաշնակցություն», «Ժողովրդավարություն» եւ «Հայրենիք» խմբակցությունները, «Արցախատուն» պատգամավորական խումբը:
