«Պարոն Սարգսյան, ինչի՞ հետեւանք էր Գյումրիում ռուսական 102-րդ ռազմաբազայի զինծառայող Վալերի Պերմյակովի կողմից Ավետիսյանների ընտանիքի նկատմամբ կատարված սպանդը, եւ ի՞նչ դաս պետք է քաղել այդ ոճրագործությունից:
Նախ պիտի ցավակցեմ բոլորիս, որովհետեւ մեզանից յուրաքանչյուրը եղբայր կորցրեց, թոռնիկ կորցրեց, սիրուն բալիկ կորցրեց: Ու պիտի մխիթարվենք նրանով, որ փոքրիկի լուսավոր հոգով դրախտն էլ ավելի ցանկալի ու լուսավոր տեղ դարձավ:
Այն տրամադրությունները, որ մինչ այսօր կային մեր ռազմավարական գործընկերոջ, ԵՏՄ-ի մեր ավագ գործընկերոջ նկատմամբ` փոխվեցին: Փոխվեցին մեր գործընկերոջ պատճառով:
Նույնիսկ երկու նախագահների հեռախոսազրույցի հաղորդագրության մեջ երկու ակնհայտ սուտ կար: Առաջինը, որ Վլադիմիր Պուտինը կրկին անգամ ցավակցում է: Այդ երբ էր առաջին անգամ ցավակցել, որ հիմա էլ կրկին անգամ է ցավակցում: Էլ չասեմ, որ ցավակցությունն այդպես չի լինում: Լինում է պաշտոնական փաստաթղթով, հայտարարությամբ: Մենք այդպես ենք ցավակցում անգամ իրենց փոքր վիշտը: Եվ ասվեց, որ համատեղ քննչական խումբն ամեն ինչ կանի: Ոչ մի համատեղ խումբ էլ չկա: Կա ռուսական քննչական խումբ, որն իր ձեռքն է վերցրել այդ գործը, որն ի սկզբանե չվստահելով մեզ, արհամարհելով մեր պետականությունը՝ ամեն ինչ արել է: Վստահեցնում եմ, որ Հայաստանի սահմանին կանգնած սահմանապահ զորքերը որեւէ կապ չունեն ռուսական 102-րդ ռազմաբազայի հետ: Եվ իրենք եթե սահմանախախտ են բռնում, պետք է հանձնեն ՀՀ Ազգային անվտանգությանը: Դա է պայմանագրով իրենց իրավունքը, եւ դրա համար են իրենք կանգնած այդ սահմանին: Իսկ եթե իրենք սահմանախախտին պետք է հանձնեն այն պետությանը, որի քաղաքացիներն են, այդ դեպքում զուր են այստեղ կանգնած: Թող ռադները քաշեն այստեղից:
Մյուս խնդիրն այն է, որ երբ 49 տարով բազաների պայմանագիր էր կնքվում, մենք մեր տեսակետն ասել ենք ու միշտ համարել ենք, որ այն մարդիկ, ովքեր գտնում են, թե օտարի զինվորը կարող է իր անվտանգությունը պաշտպանել, նրանք ամենաքիչը սխալվում են: Բայց մեր դեպքում նաեւ ներքաղաքական հարց կա: Այդ մարդիկ ուզում են, որ իրենց նշանակեն այնտեղից, այդ մարդիկ իրենց հենարանն այնտեղ են տեսնում, եւ ոչ թե ժողովրդի ընտրությամբ: Այստեղ ներքին ժողովրդավարության խնդիր կա: Նման պարագայում որեւէ երաշխիք չկա, որ այդ դեպքերը չեն կրկնվի: Իսկ վերջին 10 տարվա ընթացքում սա երրորդ դեպքն է:
Ես ծառայել եմ խորհրդային բանակում, եղել եմ ժամապահ եւ գիտեմ, որ ժամապահին երկու ժամը մեկ պետք է փոխեն: Բայց այս դեպքից հետո ում են ձերբակալել այդ զորամասում: Այդ ժամապահների պետը եկել ու տեսել է, որ զենք-զինամթերքով զինված զինվորը տեղում չէ: Միգուցե այդ զինվորին սպանել են եւ այդ զենքով գնացել էին առեւանգման: Այդ զինվորը զենքով դուրս է եկել եւ վտանգավոր է: Այդ ժամանակ պետք է տագնապ հայտարարվեր, պետք է տեղյակ պահվեր Գյումրի քաղաքի եւ մարզի ոստիկանությունը: ՌԴ իշխանություններն առաջին հերթին պիտի այդ ռազմաբազայի պետին ազատեին, իսկ եթե չէին ազատում, հետաքննությունը տանելու համար գոնե ժամանակավորապես հանեին գործից: Էլ չեմ ասում, որ պահակազորայինի պետին պիտի միանգամից ձերբակալեին: Ոչինչ չի արվում: Իսկ Գյումրիի հասարակության արդարացի վրդովմունքը մեր բոլորիս արժանապատվության, մեր ինքնասիրության, եթե կուզեք՝ մեր պետականության խնդիրը լուծեց»։
