Հարգելի գործընկերներ,
2014 թ-ի նոյեմբերին, ԵԽԽՎ Մշտական Կոմիտեն ընդունեց «Դատապարտված անձանց փոխանցման մասին» կոնվենցիայի չարաշահումը կանխարգելելու միջոցառումների մասին» բանաձևը, որը դատապարտում է Ադրբեջանի կողմից Եվրոպայի խորհրդի` բանտարկյալների հանձման մասին պայմանագրի չարաշահումը` արդարացնելու համար Սաֆարովի անհապաղ ազատ արձակումը: Վեհաժողովը հիշեցրեց, որ միջազգային հարաբերություններում և օրենքի գերակայությամբ բարի կամքի սկզբունքը պահանջում է պայմանագրերի մեկնաբանում `իրենց առարկաների և նպատակների համապատասխան:
Մենք ողջունում ենք Վեհաժողովի սկզբունքային դիրքորոշումը այս խնդրի շուրջ և անդամների միասնությունը իրենց դիրքորոշման մեջ` կանխելու Կոնվենցիայի աղաղակող չարաշահումը հետագա այլ դեպքերում, ինչպես որ արվեց Ադրբեջանի իշխանությունների կողմից՝ 2012-ին Սաֆարովի գործի առնչությամբ:
Ադրբեջանական պատվիրակության բոլոր փորձերը` արդարացնելու բարբարոսական հանցագործությունը , տապալվեցին, Ադրբեջանը փորձեց հրահրել հակահայկական ատելություն: Սա շատ վտանգավոր քաղաքականություն է, որը սպառնում է ոչ միայն Հայաստանին, այլև ողջ տարածաշրջանին` գլոբալ առումով` վաղը յուրաքանչյուրը կարող է դառնալ Ադրբեջանի թիրախը :
Այդ պատճառով մենք բանեցնում ենք մաքսիմալ զգուշավորություն ` գործընկերների նախաձեռնություններին առնչվելիս, որոնք ուղղված են ներկայացնելու Լեռնային Ղարաբաղի փխրուն խնդիրը: Բոլոր պրովոկացիոն քննարկումներն այս զգայուն թեմայի շուրջ, ինչպես նաև, միջազգային կազմակերպության կողմից ներկայացված ցանկացած անհավասարակշիռ փաստաթուղթ պարարտ հող է դառնում սահմանի անկայունության համար: Ադրբեջանն անում է առավելագույնը` սրելու իրավիճակը կոնֆլիկտի շրջանում:
Ադրբեջանական սադրանքները սահմանի վրա հանգեցնում են բազմաթիվ մահերի` երկու կողմից էլ, որոնց պատասխանատվությունը ընկնում է բացառապես Ադրբեջանի ղեկավարության վրա:
Վերջերս ադրբեջանական զինված ուժերի կողմից Լեռնային Ղարաբաղի պաշտպանական բանակի ուղղաթիռի խոցումը վարժական թռիչքի ընթացքում , որը խլեց երեք երիտասարդ զինծառայողի կյանք, Բաքվի հանցագործ սադրանքի ևս մեկ ապացույցն է: Ավելին` Ադրբեջանը կոպտորեն խախտեց միջազգային մարդասիրական իրավունքի նորմը` ուղղաթիռի խոցման տարածքը շարունակաբար պահելով ինտենսիվ կրակահերթի տակ` համարյա տասը օր անհնարին դարձնելով սպանված անձնակազմի մարմինների էվակուացումը:
Արհամարհելով ԵԱՀԿ Մինսկի խմբի համանախագահ երկրների և միջազգային հանրության կոչերը` ուժի չկիրառման, վստահության հաստատման միջոցառումների շուրջ, Բաքուն օր օրի խորացնում է ճեղքը իր և քաղաքակիրթ աշխարհի միջև:
Այս բոլոր փաստերը ցույց են տալիս, որ Ադրբեջանը դարձել է լուրջ սպառնալիք տարածաշրջանի կայունությանն ու անվտանգությանը:
Ես կցանկանայի կրկնել, որ մենք լիովին համաձայն ենք Մինսկի խմբի համանախագահների հետ, որ կոնֆլիկտը այլ կերպ, քան խաղաղ ճանապարհով, լուծվել չի կարող: Որքան արագ Ադրբեջանի ղեկավարությունը սա գիտակցի, այնքան ավելի բանակցային գործընթացը արդյունավետ կլինի Լեռնային Ղարաբաղի կոնֆլիկտի լուծման ուղղությամբ:
