Հայաստանի բանակի կազմավորման 23-ամյակի կապակցությամբ Հայ Ազգային Կոնգրեսը շնորհավորում է բանակի ողջ անձնակազմին, զինվորներին, սպաներին, ազատամարտիկներին, նախկին զինծառայողներին, ողջ ժողովրդին։
Հայոց բանակի ծնունդն ու կայացումը տեղի ունեցավ պատմական ու քաղաքական բարդագույն ժամանակաշրջանում։ Զինված ուժերի կազմավորման առաջին սաղմերը գցվեցին դեռևս 1989-90 թվականներին, երբ սկսեցին կազմավորվել առաջին կամավորական ինքնապաշտպանական ջոկատները: 1992 թվականի հունվարի 28-ի «ՀՀ պաշտպանության նախարարության մասին» ՀՀ կառավարության ընդունած որոշմամբ Բանակի կազմավորմանը տրվեց պետա-իրավական բովանդակություն:
Ի տարբերություն այլ երկրների, պատերազմական պայմաններում հայտնված Հայաստանում զինված ուժերի ստեղծման գործընթացի հաջողությունը հնարավոր էր ջանքերի առավելագույն լարման եւ ողջախոհ ու սթափ քաղաքական ղեկավարման համադրման պարագայում: Հայոց բանակը կայացավ և արձանագրեց Հայոց պատմության մեջ արդեն ոսկե տառերով գրված հաղթանակներից մեկը՝ Արցախի ազատագրումը: Այն հնարավոր դարձավ ճշգրիտ արտաքին քաղաքականության, ճկուն դիվանագիտության, հասուն ու գրագետ զինվորականության մեկտեղման շնորհիվ: Դա հնարավոր եղավ նաեւ իշխանության նկատմամբ վստահության, օբյեկտիվ դժվարությունների հաղթահարելու համաժողովրդական կամքի եւ բանակի նկատմամբ համընդհանուր գորովանքի պայմաններում:
Հայ Ազգային Կոնգրեսի համար ներքաղաքական հարցերում ՀՀ Զինված ուժերի համար սահմանադրորեն ամրագրված չեզոքությունը շարունակում է մնալ որպես քաղաքական առաջնահերթություն, բանակի բարոյահոգեբանական մթնոլորտի եւ մարտունակության ապահովման նախապայման։
Կոնգրեսը վստահ է, որ ՀՀ զինված ուժերը պատվով դուրս կգան նաեւ վերջին շրջանում հայ-ադրբեջանական սահմանին էապես աճած լարվածության իրավիճակից՝ ի չիք դարձնելով հակառակորդի բոլոր սադրանքներն ու մտադրությունները։
