ՀՀ նախագահի աշխատակազմի ղեկավար Վիգեն Սարգսյանը Հայոց ցեղասպանության 100-րդ տարելիցի համահայկական հռչակագրի ընդունումը համարում է Հայաստանի ու Սփյուռքի միասնականության դրսևորում: «Սա առաջին փաստաթուղթն է, որ ընդունվել է պետական հանձնաժողովի կողմից, որն իր մեջ ներառում է սփյուռքյան բոլոր առանցքային կառույցների դիրքորոշումը: Հռչակագրի ընդունման փաստն, այն էլ այսպիսի նրբին հարցի շուրջ, արդեն մեծ երևույթ է ու պատասխան է նրանց, ովքեր պատմություններ են հորինում, թե իբր հայերը Սփյուռքում ու հայերը Հայաստանում տարբեր ցանկություններ ունեն: Սա ապացույցն է այն միասնականության, որ դրսևորում է մեր ժողովուրդը 100-րդ տարելիցի նախաշեմին: Շնորհակալ եմ տարածաշրջանային հանձնախմբերին, որոնք նախաձեռնեցին, որ Ծիծեռանակաբերդում ընթերցվի Հռչակագիրը, դա շատ խորհրդանշական ու զգացական պահ էր»,- «Արմենպրես»-ի հաղորդմամբ' ասաց Հայոց ցեղասպանության 100-րդ տարելիցին նվիրված միջոցառումները համակարգող պետական հանձնաժողովի ծրագրերը համակարգող Վիգեն Սարգսյանը:
Նրա խոսքով՝ հռչակագրի վեցերորդ կետը, որը վերաբերում է Հայոց ցեղասպանության համաշխարհային ճանաչմանը հասնելու և հետևանքների հաղթահարման ուղիներին, եղել է պետական հանձնաժողովի քննարկման առանցքային հարցերից: Հռչակագրում նշվել է, որ մշակվում է իրավական պահանջների թղթածրար: «Այն հանձնախմբի առջև, որ ստեղծված է հանձնաժողովի որոշմամբ ու զբաղվում է հայեցակարգի մշակմամբ, մենք չենք դրել հստակ ժամանակացույց, թե երբ պետք է փաթեթը ներկայացվի: Իրականում այդ փաթեթի մշակումը նախատեսում է շատ լուրջ աշխատանք, այդ թվում' ներքին համաձայնություններ ու աշխատանքներ բոլոր հնարավոր շահառուների հետ: Մենք ակնկալում ենք ունենալ մի թղթածրար, որը կներառի հայկական աշխարհի հիմնական դերակատարների մոտեցումները, Հայոց ցեղասպանության հետևանքների հաղթահարման պահանջները»,- նշեց Վիգեն Սարգսյանը:
Իսկ հարցին ի պատասխան, թե արդյոք 2015-ին հնարավոր է պաշտոնական Երևանը միջազգային դատարաններում հայց ներկայացնի, Վիգեն Սարգսյանը ասաց. «Թեև մասնագիտությամբ միջազգային իրավունքի մասնագետ եմ, բայց պատասխանատվություն չեմ վերցնի ինձ վրա խոսել պետական հանձնաժողովի անունից: Սա համահայկական դիրքորոշում է, որը շատ ավելի կարևոր է, քան պաշտոնական Երևանի կամ ՀՀ արդարադատության նախարարության միջազգային մոտեցումը կարող է լինել: Մենք դեռ չգիտենք' ինչ ուղիներ կընտրվեն»,- հայտնեց Վիգեն Սարգսյանը' ավելացնելով, որ այս դեպքում պետք չի ուղիները միայն դատական վեճի ճանապարհով դիտարկել, սովորաբար վեճը լուծում են մինչև դատարան հասնելը:
Հայոց ցեղասպանության 100-րդ տարելիցին նվիրված միջոցառումները համակարգող պետական հանձնաժողովի քարտուղար Հայկ Դեմոյանն էլ փաստեց, որ ընդունված հռչակագիրը միայն 2015-ի համար չէ, այլ ուղերձ է գալիք սերունդներին, որով տրվել է կոնկրետ աշխատանքի ուղենիշ:
