Ընդհանրապես որևէ ծառայության սակագին որոշելու համար, հատկապես, եթե այդ ծառայությունն իր սակագներով բարձելու են ժողովրդի վզին, անհրաժեշտ է գոնե ունենալ մինիմում բարոյականություն՝ սակագների ապագա զոհերին բացատրելու համար, որ ա՜յ մինչև հիմա նման տուրքի բացակայության պայմաններում դուք զրկվել եք ա՛յս, ա՛յդ, ա՛յն բաներից, իսկ համակարգի ներդրման պայմաններում ձեռք կբերեք այս, այս կամ այն:

Ամեն ինչից փող կպցնելու մեթոդաբանությունը մեր իշխանուրթյունների համար դարձել է կենսակերպ. ով ինչի վրա հասցնում է՝ դոշերը փռում է ու փող հավաքում: Իսկ խիստ հայրենասիրական «Փարկինգ սիթի» ընկերությունը ոչ միայն ծիծիկները փռեց մայրաքաղաքի մայթերի վրա ու սկսեց կարմրագծիկ օյինբազություններով փող հավաքել ժողովրդից, այլև այժմ քաղաքապետ Տարոն Մարգարյանի հետ ձեռք ձեռքի տված գերշահույթի նոր մեխանիզմ են մշակել:
Փորձեք մեքենան կայանել, ասենք, Չարենցի փողոցում գտնվող «Զիգզագ» խանութի և բազմաթիվ նմանատիպ օբյեկտների դիմաց, որոնց առջևի հատվածը կարմիր գծով նշագրված է որպես հասարակական ավտոկայանատեղի: Ձեզ կմոտենա խանութի անվտանգության աշխատակիցը և կպահանջի հեռացնել ավտոմեքենան, որովհետև սա խանութի ծառայողական ավտոմեքենաների համար է: Ձեզ դեմ կտան քաղաքապետի որոշում, որով այդ հատվածը տրամադրվում է իքս խանութին՝ միայն ծառայողական ավտոմեքենաների համար: Սակայն եթե դու այդտեղ կանգնել ես՝ տվյալ խանութից առևտուր անելու համար, ապա բաց է ճամփան հաջողությանց՝ ձեզ կթույլատրեն մեքենան կայանել այդ վայրում: Տարոն Մարգարյանը կարո՞ղ է նվաստիս բացատրել, թե երբվանից խանութի հաճախորդի ավտոմեքենան դարձավ նույն խանութի ծառայողական մեքենան:
Ինչ է նշանակում՝ կարմիր գծանշումներով կայանատեղիներ առանձնացնել, ստիպել վարորդներին՝ վճարել կլորիկ տուրքեր այնտեղ կայանելու համար, և ինչ որ անհեթեթ որոշումով սահմանափակել մարդկանց իրավունքը՝ զրկելով իր վճարած ծառայությունից լիարժեք օգտվելու իրավունքից: Այժմ ամբողջ մայրաքաղաքում այդպիսի տենդենց կա՝ յուրաքանչյուրը ձեռքի հետ Տարոն Մարգարյանից այդպիսի «լեզվի թուղթ» է բերում և իր խանութին հարակից տարածքը դարձնում հոր «դուքյանը»: Այնքան պրիմիտիվ են, որ անգամ նմանատիպ որոշումներ տալիս գծանշման գույնը չեն փոխում՝ վիճաբանություն հրահրելով օրինական վճարած քաղաքացու և նույն իրավունքի համար քաղաքապետարանին «մուծված» օբյեկտատիրոջ միջև:
Ու՞մ եք բացահայտ էշի տեղ դնում, պարոնա՛յք: Ինչո՞վ է, ասենք, «Զիգզագի» վճարած մի քանի կոպեկը առավել քաղաքացու վճարած տուրքից: Ու եթե պետք է ոլորտը կարգավորելու անվան տակ սպառեիք լիքը կարմիր ներկ ու քաղաքացիների համբերությունը, և կրկին վերադառնայիք ավտոկայանման հին «բարդակին», ապա էլ ինչու՞ էիք կապիկություններ անում. սահմանեիք շնչի հարկ և շարունակեիք նստել մեր շնչին...
Այդ ծառայությունը ի սկզբանե աբսուրդ էր, իսկ այժմ անցել է անտրամաբանականի բոլոր սահմանները: Այսպիսի օդից փող էլ որտեղից՝ ամբողջ ծախսը մի քանի տեսախցիկ և մի քանի լիտր կարմիր ներկ, ու վերջ, որոճումը երաշխավորված է: Ոչ մի անվտանգության գոտի, ոչ մի քաղաքակիրթ լուծում, ոչ մի ինքնարժեքի հաշվարկ՝ վերցրել են, բթից հոտ են քաշել ու էքստազի մեջ ընկել՝ մեջը լուրջ, շատ լուրջ փող կա…
Ու արդեն բավական է, ինչքան խեղճ-խեղճ գլուխներս կախած սպասարկեցինք ոմանց կայֆերը, ժամանակն է, որ քաղաքացին երեք մատի կոմբինացիա ցուցադրի այն նոր «շուստրիներին», որոնց հարստանալու երաշխիքը ժողովրդի հեզությունն ու չիմացությունն է:
Այս խնդիրը պետք է արագ լուծել: Հակառակ պարագայում՝ չե՛ք մարսելու...
